Orin E. Atkins settled this action with the SEC without admitting or denying the following facts alleged in the SEC's complaint.

Orin E. Atkins was chairman of the board and chief executive officer of Ashland Oil, Inc., an oil refining, transporting, and marketing company. At Atkins' direction, Ashland entered into a contract to purchase a nearly worthless chromite mine in Zimbabwe from an influential official of the government of Oman. In exchange, the company obtained contracts to purchase oil from Oman at a discounted price. A foreign subsidiary of Ashland made the payments in various installments to the Swiss bank account of the Omani official, James Landon.
